AFIR (EU Regulation 2023/1804) regulates the expansion of public charging infrastructure across the EU through regulations that take precedence over national requirements. In this article, you can find out how we can support you with the implementation of AFIR regulations using place2charge. An overview of four key AFIR regulations in the context of charging infrastructure:
AFIR expansion targets along motorways
Along the TEN-V core network, fast-charging points with a minimum of 150 kW must be available every 60 km by 2025, and by the end of 2027, a minimum of 600 kW per site. Separate expansion targets apply for heavy goods vehicles by 2030/2035, which we explain in point 2. Expansion targets for commercial vehicles
Along the TEN-V core network, a minimum of 3,600 kW per site for commercial vehicles must be established every 60 km by 2030. Using HGV traffic data for each motorway section, HGV parking areas, and historical utilisation data, we also support you in conducting a potential analysis for electric HGV charging sites. Taking into account studies and publications from the Fraunhofer Institute for Systems and Innovation Research, we look beyond the current wave of enthusiasm and provide insights into how much demand for electric HGV charging will actually arise for public charging infrastructure in the future, and how much of that demand will be met through depot charging.
Payment options without a contract or subscription
A payment must be possible on an ad-hoc basis, card-based and without a contract – without any obligation to use an app or subscription. Use place2charge to understand which charging tariffs are being offered by your direct competitors and adjust your ad-hoc prices accordingly. In addition, place2charge automatically keeps you up to date on which of your charging stations are already equipped with a credit card terminal.
ISO 15118 and Plug & Charge
ISO 15118 / Plug & Charge will prospectively become mandatory for new public charging points above certain power classes. Work with us in place2charge to create an ISO 15118 readiness map for the hardware of your charging stations, which will allow you to find out which hardware can implement ISO 15118 via a software update and at which of your locations a hardware upgrade will be required. Basic knowledge and timelines on AFIR in the context of e-mobility
Since 2024, numerous regulations have been adopted within the EU under AFIR (Alternative Fuels Infrastructure Regulation) for the expansion of public charging infrastructure, which have been coming into force in stages. In this article, we would like to give you an overview of the most important pillars of AFIR.
In addition, we will show you how place2charge can automatically take AFIR requirements into account at all times, so that you can plan effectively and in compliance with the law without violating any requirement.
The overarching objective since the adoption of AFIR 2024 is the provision of a uniform, user-friendly and interoperable alternative fuels infrastructure across Europe. This is intended to strengthen acceptance of alternative drivetrains, particularly electric mobility, and to make charging infrastructure accessible to all people in Europe.
The focus is on public charging points
AFIR covers almost exclusively public charging stations that must be unrestricted and without individual markings, including roadsides and car parks without barriers or signs. Non-public charging stations are only subject to AFIR under very specific conditions, which the Federal Network Agency explains here.
Provisions for the expansion of charging infrastructure
AFIR defines precise, binding targets for the expansion of charging infrastructure within Europe by 2035. The AFIR regulations complement the respective national regulations on charging infrastructure, such as the German Charging Station Ordinance. AFIR requirements always take precedence over national requirements.
The targets all relate to the TEN-T charging network. However, a distinction is made between targets for the TEN-T Core Network and the TEN-T Comprehensive Network, as well as between charging stations for standard BEVs and for heavy battery-electric commercial vehicles.

- by 31.12.2027: 600 kW charging sites on both sides with at least 2 x 150 kW charging points every 60 km of the core network

- by 31.12.2027: min. 2,800 kW and min. two charging points with an individual charging capacity of min. 350 kW on 50% of the route along the core network
- by 31.12.2030: min. 3,600 kW and min. 2x min. 350 kW every 60 km (complete coverage)
TEN-T comprehensive network for BEV passenger cars
- by 31.12.2027: 300 kW charging locations on both sides with min. 1 x 150 kW charging points every 60 km on 50% of the route along the comprehensive network
- by 31.12.2030: 300 kW pools on both sides with min. 1 x 150 kW charging points every 60 km on 100% of the route along the comprehensive network
- by 31.12.2035: 600 kW charging locations on both sides with min. 2 x 150 kW charging points every 60 km on 100% of the route along the comprehensive network
TEN-T comprehensive network for heavy battery-electric commercial vehicles
- by 31.12.2025: at urban nodes 900 kW charging locations with stations of 150 kW
- by 31.12.2027: 1,400 kW charging locations on both sides with min. 1 x 350 kW charging point every 120 km on 50% of the route along the comprehensive network
- by 31.12.2030: every 100 km 1,500 kW charging locations on both sides min. 1 x 350 kW on 100% of the route along the comprehensive network (complete network coverage)
In addition, dynamic, stock-based expansion targets also apply throughout the entire expansion period:
- per electric vehicle, 1.3 kW of charging capacity must be installed at regional level, or 0.8 kW/PHEV for passenger cars and light commercial vehicles
Both the core and the comprehensive network are to be fully covered by 2030 for both standard BEVs and heavy battery-electric commercial vehicles.
